Keltie Duggan was born on September 7, 1970 in Edmonton, Alberta. She is a former international breaststroke swimmer from Canada, who competed for her native country at the 1988 Summer Olympics in Seoul, South Korea. There she won the bronze medal in the 4 by 100 meter medley relay, although she just swam in the preliminary heats, just like Patricia Noall. The team for the final was formed by Lori Melien, Allison Higson, Jane Kerr and Andrea Nugent.
 
She is a player known for her mental toughness owing to which many of her famous matches went the distance. Her superior approach and dedication to the game made her stand out from the crowd.
